With news breaking earlier today that Vince Velasquez is heading to the 15-day disabled list with a right biceps injury, Phillies skipper Pete Mackanin has confirmed that it will be pitching prospect Zach Eflin that will get the start in place of Vince on Tuesday when the Phils visit the Blue Jays.

Eflin, 22, is 5-2 with a 2.90 ERA in 11 starts with Triple-A Lehigh Valley this season. Eflin has allowed one run or less in seven of his 11 starts and he's gone six or more innings in eight of his 11 starts this season. He started last night for Triple-A Lehigh Valley and went 5.1 innings, allowing two unearned runs, walking three and striking out four.
The Phillies acquired Eflin along with Tom Windle on December 19, 2014 from the Dodgers in exchange for Jimmy Rollins, who was recently designated for assignment by the Chicago White Sox.
