The Atlanta Braves are not waiting for Bryce Harper or Manny Machado to decide where they will play in 2019, and perhaps neither will the Philadelphia Phillies.
According to MLB.com's Jon Paul Morosi on Monday, the scenario where the Phillies spend aggressively this offseason on "major free agents" and do not land Harper, nor Machado, is "very much in play."

Morosi writes:
The Phillies aren't waiting on decisions from Harper and Machado as the team ambitiously pursues upgrades to its roster, people in the industry told MLB.com Monday. In fact, the sources said it's possible the Phils will sign multiple free agents before Harper or Machado agree to terms.
Among the free agent types the Phillies have on their wish-list this offseason — per NBC Sports Philadelphia's Jim Salisbury — is a "high-end" southpaw reliever to complement a "very right-handed" back-end bullpen of Hector Neris, Seranthony Dominguez, Victor Arano, Pat Neshek and Tommy Hunter, among others.
Acquiring Andrew Miller or Zach Britton, for example, would satisfy both Morosi and Salisbury reports, as both are All-Star-caliber southpaw bullpen arms. Salisbury listed the two, adding it's "quite possible" Britton remains the Phillies’ "top left-handed relief target." The Phillies were linked Sunday evening to be showing "active" interest in Miller, while the club has had reported interest in Britton dating back to last July's trade deadline.

Beyond left-handed relievers, and the obvious duo of Harper and Machado, other top free agents recently linked to the Phillies include starters Patrick Corbin and Nathan Eovaldi, closer Craig Kimbrel and outfielder A.J. Pollock.
Managing Partner John Middle may have said the Phillies will spend "stupid" amounts of money offseason, but he did not specify who it will be spent on. The club, smartly enough, has its eyes on the big picture in case Harper and/or Machado choose another destination.
