A probable reason is the vocabulary in the 2006 Unlawful Internet Gambling Enforcement Act, which specifically exempts fantasy sports from its definition of internet gambling. It describes DFS as a game of skill rather than chance, which most states are specifically against.
This definition has been challenged in some states, including New York, where the Court of Appeals ruled 4-3 in favor of determining DFS as a game of skill. Other states where DFS has been challenged include Illinois, Nevada, Alabama, Hawaii, and Texas.

AK Sports Betting Taxation Laws
Alaskans are not required to pay state taxes on sports betting winnings, primarily because sports betting isn’t legal in the state. If sports betting were legalized in Alaska, no state tax would likely be imposed on the winnings.
