The Phillies made several moves today. Here they all are:
First: Seth Rosin comes back to the Phillies:
RHP Seth Rosin has cleared waivers and been returned to Phillies. Rosin was Rule 5 pick. Headed to Triple-A.

Rosin will give the Phillies some much-needed depth at AAA. Rosin was a starter for AA Reading last season and the Phillies have shown the need for some depth. My guess is that Rosin starts once again. He was a reliever for the Dodgers and Rangers because both teams were trying to carry him on their roster for the season.
Second: Freddy Galvis has returned and Cesar Hernandez is headed out:
Phillies have reinstated INF/OF Freddy Galvis from 15-day DL and optioned INF/OF Cesar Hernandez to Reading (AA).

The Phillies would have had to designate Jayson Nix for assignment if they were going to cut him. By sending Hernandez to the minors, they can increase his versatility by giving him experience at shortstop and third base in the minors, as opposed to learning on the job in the major leagues:
Cesar Hernandez optioned to Double-A so he can move around infield to learn to play third and short.

Hernandez could come back when the Phillies are in a 40-man roster pinch. The team could cut Nix and bring Hernandez back to the big club when they need to.
Finally, the Phillies will get reliever Mike Adams back on Monday, Zolecki reports:

Of the pitchers on the roster, B.J. Rosenberg, Mario Hollands, Justin De Fratus, and Jake Diekman have minor league options remaining. Someone will have to be optioned.
Hollands took the loss against Texas in the second game of the season, but has been decent. De Fratus pitched two scoreless, hitless innings yesterday after allowing two runs the night before. Rosenberg has not given up a run yet in three appearances, and Diekman has allowed three runs in six appearances. Most of them have been good.
Jeff Manship is on the active roster, but out of options. The Phillies would have to designate him for assignment and risk losing him. After a strong Spring, Manship Manship has pitched three clean innings and a three-run inning against the Brewers.
