The deal is reportedly done. According to Brian Startare of 97.5 the Fanatic, the Phillies have a deal in place to keep their 2008 World Series Champion manager under contract with the team:
I have confirmed that Charlie Manuel will be re-joining the Phillies Organization. An agreement has been reached.

Earlier reports had indicated that the Phillies were interested in Manuel doing some hitting instruction and serving as a scout, while serving as a team public relations representative.
Now, Jim Salisbury of CSN Philly says that Manuel will be a Senior Advisor to the General Manager:
Source says Charlie Manuel is back with the Phillies, as @brianstartare said. Manuel will be a senior advisor to the GM.

About a month ago, we learned he was ready to accept a deal. A month later, it sounds like the deal is worked out and ready to go.
