Update: Per Dave Zangaro of Comcast SportsNet Philadelphia, the Eagles have withdrawn multiple potential rules changes, including the proposal that would have allowed them to wear another helmet, possibly to match with the Kelly green jerseys:

Philadelphia, your calls for the Eagles to bring back their Kelly green jerseys in some capacity have been heard. And now, you probably can't say that the Eagles haven't done anything to attempt to appease your requests:
The Eagles are proposing a new resolution to the NFL's on-field policy that would allow teams to wear alternate helmets "in a color to match their third uniform."
The proposal will be decided on next week in Phoenix at the annual league meetings.
For now, teams are allowed to wear only their primary helmets with their third uniforms. Alternate helmets are not allowed. [via Dave Zangaro of Comcast SportsNet Philadelphia]
Technically, the Eagles could wear their Kelly green jerseys with the current rules. The issue is that they wouldn't be able to wear the matching helmets because players have to wear the same helmet all season long. One way that the Eagles could get around this would be to paint their helmets Kelly green for one week, but that would be quite a process. On top of that, they would have to then repaint the helmets Midnight green after that game. The team may want to please their fanbase, but it's fair to suggest they wouldn't go through that process for one game.
The team wouldn't really be able to have the different wings — which are both a different color and slightly different look than the wings currently on their helmet — without an alternate helmet. That's probably not a huge deal, the team could have a Kelly green helmet with their current wings, it just wouldn't look quite as good as the ones that they last wore in Week 1 on the 2010 season.
Other teams have continued to wear throwback jerseys with their current helmets, even if they don't match as well. In this case, that seems unlikely because the Kelly green jersey really wouldn't match with the Midnight green helmet.
Zangaro did note that the Eagles could use this rule change just to add a black helmet, but it feels like a stretch that the Eagles would propose an altogether rule change just to add a black helmet to their #BackInBlack alternate jersey, which is already very popular.
It should be noted, if this rule change is an attempt to bring back the Kelly green jerseys, it would likely only be as alternates. If the team wanted to bring back the Kelly green jerseys as their primary home jerseys and another throwback look for their white jerseys, they could change the helmet because it would mean that new helmet would be their primary helmet.
