Former Phillies ace Roy Halladay spoke out on the eve of the 2016 Hall of Fame inductions about some potential inductees, namely former pitcher Roger Clemens and former outfielder Barry Bonds. Halladay tweeted (sic), "When you use PEDs you admit your not good enough to compete fairly! Our nations past time should have higher standards! No Clemens no Bonds!" Clemens caught wind of Halladay's accusation and responded with an allegation of his own.
Via Mark Berman of Fox 26 in Houston, Texas, Clemens accused Halladay of amphetamine use:

Amphetamines are not in the category of steroids, but remain a banned substance, nonetheless.
Halladay responded very succinctly to Clemens' allegations:

Amphetamines, sometimes known as "greenies", were reportedly used by Phillies Pete Rose, Greg Luzinski, Mike Schmidt and Larry Bowa in the late 1970s in a 1980 Reading Eagle report. Former Phillies first round pick Zach Collier was suspended 50 games for using amphetamines.
Halladay and Clemens were teammates on the Toronto Blue Jays briefly in 1998.
