After starting his seventh professional season within the Philadelphia Phillies organization 0-6 with a 6.38 ERA and 1.913 WHIP in 10 appearances, southpaw Elniery Garcia was dealt to the St. Louis Cardinals on Thursday in exchange for international bonus pool money, according to MLB.com's Todd Zolecki.
The Cotui Santiago, Dominican Republic, native signed for $92,500 as an international free agent in 2011. Major League Baseball suspended Garcia, 23, for 80 games on April 14, 2017, after testing positive for Boldenone, a PED. The left-hander spent one year on the Phillies' 40-man roster, from Nov. 2016 to Nov. 2017.
Garcia is the second Phillies pitching prospect to be traded for international bonus slot money in 2018. On March 28, the club dealt 24-year-old RHP Ricardo Pinto to the Chicago White Sox. Last July, the Phillies acquired international bonus slot money in both the Jeremy Hellickson and Howie Kendrick trades to the Baltimore Orioles and Washington Nationals, respectively.
